Kiwi Rail Northern Explorer – Station building

 

The site is located within the designated Rail Corridor on the northern side of The Strand between Ngaoho Place and Cotesmore Way.  

The proposal is to establish a ticket kiosk for the Northern Explorer Train Service which includes a single modular building that will provide a ticketing room and a passenger reception area. The proposed kiosk is comprised of 2 connected refurbished shipping containers fitted out to provide for services to be utilised within the Kiosk.

The building will comprise of 2 joined refurbished shipping containers fitted out to provide for ticketing services to be utilised within the building. The external walls of the containers will be fitted with doors, windows, flashings and painted with colours in line with the KiwiRail design palate. The building will have a total floor area of 57.6m2, and a height of 2.9 metres.  A site plan and concept design plan for the proposed building has been attached as appendix A of this report.

The service currently boards and disembarks from Britomart Station. However given the diesel trains used on this route, Britomart is no longer suitable and a new terminal is required. As such the purpose of this kiosk is to provide passengers access to the Northern Explorer passenger rail services at an alternative location. An option assessment was done for KiwiRail by Opus and found utilizing The Strand platform to be the most practical and efficient option given the existing provision of services, pedestrian access and overall convenience for users and staff.

The site is located on the Rail Corridor on the northern side of The Strand between Ngaoho Place and Cotesmore Way.  The works will be undertaken entirely within the rail corridor (owned and managed by KiwiRail). The area proposed to house the facility was previously leased by Wilson Parking New Zealand (WPNZ) for the purpose of car parking.

The remaining car parking area is a ’pay & display’ carpark called Ngaoho Place. The proposed facility will be located on the northern row of car parks as shown on the Site Plan (Appendix A). The car park itself adjoins the railway lines and is on an elevated platform. The site is accessed from Ngaoho Place which is a small street accessed from the north eastern lane of the ‘The Strand’ (State Highway 16). 

The site will only be utilized during passenger arrival and departure. This will only occur twice daily, for approximately 1.5 hours at 6am and 7pm.  For the remaining time the site will not be used.

It is anticipated passengers will arrive at the site by a shuttle service the applicant operates from Britomart Station. Passengers on the service may also utilize access the site by taxis and private vehicles.

Coach Access

 

  1. It is clear that 52 seater coaches are able to turn around in the top car park area but adequate space needs to be reserved to enable this to happen. There needs to be space of 20 metres
  2. Buses used are 2/3 in the summer and one in winter
  3. Opus to contact Mark Samways at KiwiRail to get permission.
  4. I have marked up the plan which should show the area to be reserved. This will need to be sufficiently marked and I suggest at the time we also liaise with AT to get some of their emergency yellow cross hatched areas clearly marked This will help with H and S issues surrounding access to the unit.
  5. We do not need to do anything with the angled security fence with the adjoining property as the coach does not come close enough to it to warrant moving it.
  6. The kerb line at the back edge of the car park you would also prefer to be cleaned up of weeds and debris and painted to enable coach drivers to identify the end of the concrete car park area.

Preparation of strategy report including funding advice for the development of the Hihiawa Cultural Centre in Whangarei.

 

The vision

 

The goal is to build a contemporary Māori precinct where people can live, learn, earn and play while rebuilding our cultural capacity and capability.

Te Tai Tokerau is seen as a key region for the development and advancement of Māori in education and business. We see ourselves as a key point in the Pacific triangle where we can take part in activities to restore the mauri and mana of the entire Pacific region.

The Hihiaua Cultural Centre Trust's vision is for a unique and iconic, world class centre of excellence to preserve, create, display & promote Māori arts and culture.

Plans include a performance stage, conference centre & theatre, and an exhibition hall. Hihiaua can become the showplace for Māori entrepreneurs working with a variety of media, both traditional and contemporary.

The Hihiaua Cultural Centre Trust, formed in 2008, has developed stunning architectural and landscape plans and obtained all the necessary consents for Stage 1.

Set between the Waiarohia and Hatea Rivers, the site has been reclaimed from the sea and gone from a boggy wasteland to a gem in the crown of Whangarei.

The first stage of the development will be renovation of the existing boatshed to include workshop, learning and viewing spaces, a specialist laboratory for marine and environmental research. Adjacent to the shed we will construct a waka shelter with launching gantry and a covered walkway.

The first stage of the project has included the renovation of the existing workshop and construction of a waka shelter and launching gantry into the Waiarohia River. Both facilities adjoin the Hatea Loop walkway on the Hihiaua peninsula and form the basis of what is to be a unique centre of Maori arts and cultural excellence.

While plans for the cultural centre have been developed over more than a decade. An injection of $1million from the new Government’s Provincial Growth Fund announced in February allowed the building project to go ahead. The grant, along with funding of $500,000 from the Whangarei District Council and $675,000 from Foundation North and ongoing support from Te Puni Kokiri, has brought the dream of a Hihiaua Cultural Centre alive.

The centre has been designed by Moller Architects and has been built by Whangarei company Arco Construction Ltd. Plans for Stage 2 are already underway. This will be an iconic building with an auditorium featuring an outdoor/indoor performance stage, a conference and events centre as well as exhibition and retail spaces.

The HIhiaua Cultural Centre Trust was established in 2008 to create an iconic centre of Maori arts and cultural excellence on the site ideally situated between the Hatea and Waiarohia Rivers. While the aim of the trust is the preservation and promotion of matauranga Maori through the reclamation, restoration and renewal of Maori arts and culture, the trust is committed also to creating an environment of experiential learning and cross-cultural understanding.

Stage one provides spaces for the creation of a variety of artistic and cultural pursuits as well as a laboratory for Maori science and technology projects, an exhibition and retail space as well as the waka shelter and launching facilities. A covered walkway will link both buildings and the public will be able to view activities and be invited to various events.

“The trust has worked long and hard to meet and overcome all the challenges along the way. We are finally able to say we are extremely excited to see this become a reality for the people of Tai Tokerau and our visitors. The public will be able to experience for themselves aspects of our unique and dynamic culture through meaningful interaction with our people, our language, arts and culture,” trust chairman, Richard Drake says.

“There is only one Hihiaua in the World and we hope our plans can exceed the expectations of all the people who have been involved in one way or another over the years.”

To celebrate this important milestone, the Hihiaua Cultural Centre Trust and Whangarei District Council have joined forces and will celebrate Whangarei’s largest Matariki event within the Hihiaua precinct to create a combined atmosphere of excitement and celebration.

Hihiaua Cultural Centre open day will run from 10am until 3pm and is a central part of the Whangarei District Council’s Matariki @ Hihiaua Festival. Highlights of the open day include inaugural art exhibition ‘Terenga Mai’ a showcase of world class traditional and contemporary Toi Maori. Interaction with and between artists and practitioners will also be a key feature of the Cultural Centre opening with weaving and carving demonstrations, live music and performances and other exciting activities in the innovative new spaces.
